Upgraded Avatax API SDK to v23.4.1

Fix for AR Invoices with DownPayments and External Tax Calculation. Previously is was being incorrectly adjusted when setting the tax. This use case is only supported with ServiceLayer. Using DI-API SAP gets the external tax or the down payment removed.
